Ms. Rosen has more then 25
years experience in numerous
leadership positions in both the
private and public sectors. She
has spoken and written
extensively on leading
organizations through
transformational change. Her
ability to apply innovative
solutions to complex public
problems has been widely
recognized and she has received
numerous honors for her work.
The managing partner and a
founder of the Public Private
Strategy Group, Ms. Rosen began
her work in comprehensive school
reform after being recruited to
serve as a fellow in the Broad
Foundation's Urban Superintendent
Academy. She has since provided
strategic advice to Mayors,
school system leaders as well as
philanthropic organizations
concerned with K-12 urban school
reform. Among the areas of
education management in which she
has involved herself are
accountability systems,
governance structures and
strategic financial advice.
Before founding The Public
Private Strategy Group in 1996,
Ms. Rosen spent a decade in
senior management positions at
Lockheed Martin IMS, a division
of the Fortune 50 corporation
that developed services and
programs that enhanced the
delivery of public services. She
was responsible for launching and
running several new business
lines and guided the marketing
efforts which secured contracts
with over 100 major US cities and
states.
As a public sector manager, Ms.
Rosen has been responsible for
changing the way large public
agencies provide services. As
Deputy Commissioner and Executive
Director of the NJ Department of
Transportation she authored the
legislation and spearheaded the
legislative campaign to create
the first statewide public
transportation authority, NJ
Transit. After leaving government
service, she was subsequently
appointed Vice Chair of the Board
of Directors of NJ Transit where
she also chaired the Finance
Committee. Ms. Rosen also served
as a Presidential appointee,
confirmed by the U.S. Senate, on
the Board of Directors Amtrak
where she also served as Chair of
the Finance and Audit Committee.
In that capacity, Ms. Rosen
provided strategic leadership
during a six year period of
transformational change of both
the culture and business model
under which Amtrak is organized.
Ms. Rosen is credited for
Amtrak's successful efforts to
maximize the financial value of
the corporation's real estate
which helped finance its
operations despite the
Congressional reduction of
capital funds.
Ms. Rosen has served and
continues to serve on numerous
public and private Boards of
Directors and is a 1976 graduate
of Pitzer College in Claremont,
CA.
